CONSTITUTION OF
HEROES CLUB INTERNATIONAL
We
the entire member of Heroes Club International (HCI) having solemnly resolved
to:
v promote fast dwindling
societal values such as love, honesty, respect, truth, humanity and justice by
portraying them in our individual lifestyle;
v sensitize children and
youths on issues that affects them the most which include but not limited to
education, relationship, sex, information and communication technology and
money;
v organise congresses,
seminars/workshops, skill acquisition programmes, talent hunt programmes,
sporting activities, debates/quizzes and tutorial classes;
v encourage outstanding individual
or group of people especially children and youth by giving prizes, awards,
laurels, scholarships, etc.;
v commit ourselves to the
work of charity by paying periodic visit to hospitals, prisons, orphanages,
etc., giving bursaries, scholarships, tuition to those that are in need of it
and constructing/maintaining public facilities;
v establish Heroes Club
International in primary schools, secondary schools, technical/special schools
and children/youth department of churches and mosques.
ARTICLE I
Section 1 NAME
The club shall be known and addressed
as Heroes Club International (HCI).
Section 2 LOCATIONS
Heroes
Club International’s Secretariat shall be located within the environ of the
targeted populace.
ARTICLE
II
Section
3 JURISDICTIONS OF THE CONSTITUTION
1. This constitution and its
entire provisions shall be binding on all members;
2. By the virtue of this
constitution, Heroes Club International as a corporate body may sue or be sued;
3. Constitution of Heroes
Club International is subject to the general constitution i.e. Constitution of
the Federal Republic of Nigeria, etc.
ARTICLE
III
Section
4 AIMS AND OBJECTIVES
1. To promote great societal
values,
2. To instil the spirit of
excellence and
3. Help in the fulfilment of
divine purpose.
4. To give youth and children
timely and realistic orientation about education, information and communication
technology, relationship, sex and money by organising periodic
seminars/workshops, skill acquisition programmes, debates, quizzes, sporting
activities, and examination preparatory classes.
5. To encourage those who are
outstanding in different areas of life especially children and youth by giving prizes,
bursaries, scholarships, laurels, awards, etc.
6. To establish Heroes Club
International in secondary schools, technical schools, boarding houses,
children department of churches and mosques, orphanages and higher
institutions.
ARTICLE IV MEMBERSHIP AND PRIVILEGES
Section 5 MEMBERSHIP
Any
interested individual is entitled to membership only after meeting the
following criteria:
1. Purchase of membership
application form for a token of two hundred naira (N 200) and
2. Proper filling and
submission of the application form.
Section
6 PRIVILEGES
Club
members will be accorded the following privileges:
i.
possession of a copy of the club’s constitution and the
club’s identity card on proper registration;
ii.
default participants of meetings and activities organised or recognized
by the club;
iii.
easy and unrestricted access to facilities owned, provided or
recognized by the club unless stated otherwise;
iv.
automatic beneficiaries of incentives made available to the
general public;
v.
free/subsidized rate for products and services offered to the
general public by the club for a specified monetary value;
vi.
unhampered franchise (right to vote and be voted for).

EXECUTIVE COUNCIL

7 THE CLUB EXECUTIVE COUNCIL
Heroes
Club International Executive Council shall consist of:
v The President
v Vice-President
v General Secretary
v Assistant General
Secretary
v Treasurer
v Financial Secretary
v Public Relations Officer
v Welfare Director
v Sports Director
v Social Director
Section
8 DUTIES OF THE CLUB EXECUTIVE
COUNCIL
1. The club executive council
shall see to the official running of the club and shall be responsible to the
patron for its action;
2. They are saddled with the
responsibility of taking care of the club’s properties and funds;
3.
In their conduct of the affairs of the club, members of the
executive council shall be jointly responsible for any act done or omitted.
Section 9 DUTIES
OF THE PRESIDENT
The President shall:
1.
Be the chief executive and the
chief spokesman of the club.
2.
Summon through the General
Secretary all the executive council meetings.
3.
Preside over all executive council
meetings.
4.
Be a signatory to Heroes Club
International’s Account
5.
Be one of the
Section 10 DUTIES OF THE VICE-PRESIDENT
The Vice-President shall:
1.
Act for the President in his or her
presence.
2.
Assist the President in his or her
duty.
3.
Be responsible for the planning and
execution of the orientation programme for fresh members.
4.
Be responsible for matters relating
to the welfare of the Club members.
5.
Be the Chairman/Chairperson of the
Academic Committee.
Section 11 DUTIES OF GENERAL SECRETARY
The General Secretary shall:
1.
Handle all the correspondence of
the Club.
2.
Take minutes during the meetings of
the executive council and maintain all relevant records of the executive
council.
3.
Summon the meeting of the executive
council on the advice of the President.
4.
Compile an annual report of the
activities of the executive council for the parliamentary year during its last
business meeting.
5.
Oversee the day today running of
the secretariat with exception of the club’s social investment.
Section
12 DUTIES OF THE ASSISTANT GENERAL
SECRETARY
The
Assistant General Secretary shall:
1.
Assist General Secretary in his/her
duties and shall act for him/her in his/her absence.
2.
Maintain the club’s library.
3.
Be a member of the library
committee.
4.
Be responsible for the production and
renewal of the Club’s member identity card.
Section 13 DUTIES OF THE TREASURER
The Treasurer shall:
1.
Be a signatory to the Member Club
Bank Account.
2.
Make all payment of receipt and
monies of the Club to the bank.
3.
Bank all monies coming to the Club
within 48 hours of the receipt.
4.
Prepare and submit statements of
Account for Audit at each meeting of the Budgetary and Finance Committee.
5.
Ensure a minimum balance of N5, 000.00 (five thousand naira).
Section
14 PUBLIC RELATIONS OFFICER shall:
1.
Ensure that the activities of the Club
are well publicized.
2.
Prepare and send out memos on
behalf of the Club in consultation with the President.
3.
Maintain the notice boards of the Club
and all articles for the boards must pass through him/her.
4.
Be responsible for the provision of
the local, national and international newspapers, magazines and other
publications in the Member’s Club Building and the buttery.
5.
Be a member of the Library
committee.
6.
Be the Chairman of the Publication
Committee.
7.
Be the custodian of the Club’s
public-address system.
Section
15 DUTIES OF THE FINANCIAL SECRETARY
The
Financial Secretary shall:
1.
Keep a record of all the
subscriptions and dues paid to the Club.
2.
Issue LPOs to commit funds on
behalf of the Club but this must be counter-signed by the President.
3.
Prepare the budget of the executive
council to be presented by the President to general congress.
4.
Submit his/her account to the
budgetary and finance committees within 48 hours on demand and on the
expiration of his/her tenure.
Section
16 DUTIES OF THE SOCIAL DIRECTOR
The Social
Director shall:
1.
Be responsible for organizing all
social activities of the Club.
2.
Ensure that indoor recreational
facilities are provided for use of the Club members.
3.
Be the Chairman of the social
committee.
4.
Be the custodian of the musical
instruments of the Club.
Section
19 DUTIES OF THE WELFARE DIRECTOR
The Welfare
Director shall:
1.
Ensure an efficient environmental
sanitation of all members of the Club.
2.
Ensure efficient health service for
all the members of the Club.
3.
Be the Chairman of the Welfare
Committee.
4.
Be responsible for the
co-ordination of activities in relation with Social investment such as buttery,
salon, etc.
Section
18 DUTIES OF THE SPORTS DIRECTOR
The Sports
Director shall:
1.
Be the Chairman of the Club’s Sport
Committee.
2.
Co-ordinate the games and sporting
activities of the Club.
3.
Liaise on behalf of the Club with
corporate bodies associated with sports.
4.
Publish information to the general
body of members on the progress in the sporting activities from time to time.
Section 19 RESIGNATION,
SUSPENSION OR REMOVAL OF ANY OFFICER OF THE CLUB
1.
Any official can resign his/her
office by writing a letter to the President with copies to the General
Secretary and at least one of the Patrons.
2.
The President can resign his office
by writing a letter to the Grand Patron with copies to all Patrons and the
General Secretary. Within two weeks of such resignation, the President shall
give a comprehensive account of his/her stewardship in writing to the Grand
Patron and also submit all Club’s property in his/her custody.
3.
Any officer of the Club may be
removed or suspended from office in accordance with the provisions of the
constitution.
4.
Wherever a case of any allegation
in writing and signed by not less than four members of the executive council is
presented to the President stating that the officer in question is guilty of gross
misconduct in the performance of his/her functions with specified and detailed
particulars. (Such shall be presented to any two of the Patrons, if the
President is the officer in question).
5.
Within seven days of the
presentation of the notice to the President (whether or not any statement was
made by the officer in question in reply to the allegation contained in the letter);
a seven-man committee comprising of three members of the executive (excluding
any of the plaintiff) and four notable Club members shall be set up by the
President or any of the Patrons to investigate the allegation.
6.
The committee shall have such
powers and exercise its functions in accordance with such procedure as may be
predetermined by the executive council as a whole.
7.
Where the committee reports that
the allegations have not been proved, a letter of apology is written to the
officer in question.
8.
Where the report of the committee
proves the allegation against the officer right, the executive council shall
decide which of suspension or total removal of the officer in question will be
effected within three days of the reception of the report.
9.
In this section, “Gross misconduct”
means a severe violation or breach of the provisions of this constitution or a
misconduct of such nature that amount in the opinion of the executive council.
10. A
member of the executive council may be suspended from office for not more than
28 days by a resolution passed by not less than five members of the executive
council.
11. The
executive council shall after 28 days, review its earlier decision on any of
its suspended member.
12. In
case of sub section (8) above, deputation becomes immediately effective. When
such fails or whenever there is no deputy, the executive council shall appoint
an interim occupant.
13. Before
a member of the executive council vacates his/her office whether by
resignation, suspension or removal, he/she shall hand over all club’s property
in his/her custody and render current and correct account thereof to the appropriate
committee.
14. Any
irregularities in sub section (13) above shall immediately be reported to the
executive council who shall take appropriate actions.
15. The
expiration of the term of office, resignation, suspension or removal of any
officer (elected or appointed) of the Club shall not have absolved him/her of liabilities
for irregularities committed by him/her when in office.
16. Any
elected officer of the Club who absents him/herself from the swearing-in
ceremony and the first meeting of the executive council without good cause
shall be deemed to have forfeited his/her office.
ARTICLE
VI FOUNDER
Section
20 DUTIES OF THE FOUNDER
The Founder shall:
i.
be an automatic patron;
ii.
append his signature on member’s
identity card
iii.
give his maximum moral support to
any programme organised by the club;
iv.
responsible for the selection of
members of the club executive council where election cannot be organised;
v.
meet with the club executives for
at least, twice a year so as to discuss and ensure the effective achievement of
the visions of the club;
vi.
visit or send delegate(s) to all
chapters of the Club at least once every year .
ARTICLE
VII MENTORSHIP
Section
21 PATRON/GRAND PATRON
There
shall be at least, two patrons and a grand patron;
1. CRITERIA FOR APPOINTING A
PATRON/GRAND PATRON
i.
Anyone considered for appointment
as a patron/grand patron should have identified with the vision of the club in
deed;
ii.
He/she must be of impeccable
character;
iii.
He/she must be ready to defend the
course of the club to a logical extent;
iv.
He/she must be accessible to the
members of the executives.
2. DUTIES OF A PATRON
The patron shall:
i.
be the official adviser of the
club;
ii.
give his/her maximum moral support
to any programme organised by the club;
iii.
empower the club financially (if
need be).
iv.
regularly meet with the club
executives so as to discuss and ensure the effective achievement of the visions
of the club;
v.
Call any erring executive or member
to order.
3. TENURE OF A PATRON
A
patron once appointed shall remain the patron until he/she:
ii.
tenders a letter of resignation;
iii.
is declared incapacitated by virtue
of misconduct or underperformance;
iv.
is incapacitated by virtue of
sickness, old age or death.
4. DUTIES OF THE GRAND PATRON
The
grand patron shall:
ii.
be the official godfather/godmother
of the club;
iii.
give his/her maximum moral support
to any programme organised by the club;
iv.
empower the club financially (if
need be).
v.
meet with the club executives for
at least, twice a year so as to discuss and ensure the effective achievement of
the visions of the club.
5. TENURE OF THE GRAND PATRON
The
grand patron once appointed, shall be in office for a period of four (4) years
except he/she:
i.
tenders a letter of resignation;
ii.
is declared incapacitated by virtue
of misconduct or underperformance;
iii.
is incapacitated by virtue of
sickness, old age or death.
ARTICLE VIII
Section 21 MEMBERS’
COMMITTEES/COMMISSIONS
A member of the Club shall be eligible for membership
of the Club’s Standing Committees/Commissions
Section 22 SOCIAL
COMMITTEE
The Social Committee shall:
1.
Consist not more than six appointed
members with the Social Director as the chairman/chairperson.
2.
Assist the Social Director to make
arrangements for all social and cultural activities of the club.
Section 23 WELFARE
COMMITTEE
The Welfare Committee shall:
1.
Consist of not more than seven
appointed members with the Welfare Director as the Chairman/Chairperson.
2.
Assist the Welfare Director on
matters relating to the welfare of the members.
3.
Organise charity programmes such as
visit to hospitals, prisons, etc.
Section 24 SPORTS COMMITTEE
The Sports Committee shall:
1.
Consist of not more than seven
appointed members with the Sports Director as the Chairman/Chairperson.
2.
Organise sports competitions, games
and other sporting activities.
3.
Seek affiliation with external
corporate sport bodies.
Section
25 BUSINESS COMMITTEE shall:
The Business Committee shall:
1. Consist of not more than seven appointed members with both the
Treasurer and the Financial Secretary as compulsory members.
2. Initiate and supervise all commercial ventures of the Club.
Section 26 ACADEMIC
COMMITTEE
The
Academic Committee shall:
1.
Comprise the Vice-President of the Club
as Chairman and six appointed students as members.
2.
Organise tutorials and other
educative programmes for members.
3.
Liaise with the appropriate
authorities on academic related issues.
Section 27 INVESTIGATION/DISCIPLINARY
COMMITTEE
The
Investigation/Disciplinary Committee shall:
1.
Have all the patrons as member.
2.
Be chaired by one of the Patrons.
3.
Investigate all cases of misconduct
without compromise
4.
Decide the appropriate punishment
for defaulting member(s)/officer(s).
Section 28 ELECTORAL
COMMISSION
1.
There shall be an Electoral
Commission chaired by a consensus nominee of the patrons. Other members shall
include six credit worthy members.
2.
The Chairman of the Electoral
Commission shall hold office for one parliamentary session.
3.
The conduct of the general election
and bye-elections of the Club shall be vested in the Electoral Commission.
4.
The Electoral Commission shall be
an independent body.
5.
In case of an alleged misconduct of
member(s) of the Electoral Commission, a full investigation shall be carried
out.
6.
If found out guilty by the
investigation panel, such member shall be removed.
